The reasons for the cancellation were the preparations for the forum itself not being ready in time and most of the constitutional advisors being busy with preparations for two scheduled constitutional meetings before the end of November.

A summit on the phased dismantling of the Netherlands Antilles is scheduled for November 24 and the Kingdom Political Steering Group will be meeting on November 26 in preparation for the Round Table Conference (RTC) in December.
